- Applicants must be citizens (or refugees) of a Commonwealth country.
- They must apply to study in a different Commonwealth country (not their own).
Who Cannot Apply?
- Citizens of non-Commonwealth countries are not eligible.
- Even if a student resides in a Commonwealth country, eligibility is based on citizenship, not residence.
Additional Note
QECS does not allow candidates to apply for study in their home country. For example, Sri Lankan students cannot apply to study in Sri Lanka through QECS.
